1. Strengthening the Legal and Regulatory Framework 

Key laws and decrees governing medical examination and treatment, pharmaceuticals, health insurance, and food safety were amended, supplemented, and implemented in a coordinated manner. 2.  Standardizing Medical Terminology 
Approximately 120,000 clinical and paraclinical medical terms were officially issued, contributing to greater professional consistency and improved accuracy in diagnosis and treatment across the healthcare system.

3.  Enhancing Healthcare Service Quality 
Public satisfaction with healthcare services exceeded 90%. A wide range of advanced medical techniques were successfully implemented, including organ transplantation, cardiovascular interventions, robotic-assisted laparoscopic surgery, assisted reproductive technologies, and the application of nuclear medicine in cancer diagnosis and treatment.

4. Accelerating Healthcare Digital Transformation 
More than 71% of hospitals nationwide have adopted Electronic Medical Records (EMR), gradually forming a synchronized, efficient, and patient-centered digital healthcare ecosystem.

5. Strong Growth in Healthcare Human Resources 
The ratio of healthcare professionals reached 15 doctors per 10,000 people, reflecting sustained efforts in education, training, and the development of high-quality human resources for the sector.

6. Continued Expansion of Healthcare Infrastructure

Hospital bed capacity increased to 34.5 beds per 10,000 people, significantly enhancing the system’s ability to meet growing demand for medical services.

7. Universal Health Insurance and Nationwide Access

Health insurance coverage reached 95.15% of the population. Citizens are now entitled to full health insurance benefits nationwide, regardless of administrative boundaries, ensuring more equitable access to healthcare services.

8. Streamlining Healthcare Governance

The Ministry of Health continued to restructure its organizational apparatus in line with Government regulations, reducing the number of state management units from 20 to 16. Several units were reorganized, including the transfer of the Ministry Inspectorate to the Government Inspectorate, with the aim of building a leaner, more efficient, and more responsive governance structure.

9. Administrative Reform and Licensing Efficiency

94% of marketing authorization applications were processed on time, with significantly reduced processing periods. These reforms have created a more enabling environment for healthcare delivery and industry operations. 

10. Improved health metrics

The average life expectancy of the Vietnamese population reached approximately 74.8 years, underscoring continuous improvements in healthcare quality and population health outcomes.
